Factory Act

Labour women drafted a factory act which outlawed the two shift system and night work, limited women's working week to forty-eight hours, provided them with protection against dangerous substances like lead in the workplace, mandated toilet facilities and rest periods, proper ventilation, and temperature control. The party promised to implement this reform as soon as they were in a position to do so, but opposition to the proposals came from another quarter. Middle-class "equality" feminists organized as The Open Door Council subjected Labour women's factory act to loud and scathing criticism. They challenged Labour's Chief Woman Officer, Marion Phillips, to a public debate on the BBC and argued against protective legislation in some of the same terms Labour women themselves had used just after the war. Labour women translated this very public dispute over what was good policy for working women into the language of class. Not for the first time, but with greater vehemence than before, socialist women criticized middle-class, leisured women for making pronouncements on subjects outside their experience. What did these privileged women know about factory labor -- the heat, dust, noise, accidents, and abuse? By the end of the decade, the criticism of middle-class women had turned into a general critique of feminism. At the National Labour Women's Conference in 1928, Marie James pointed out that feminism was a middle-class philosophy with no relevance to working women: "The feminist problem was how to rescue women from their degrading dependence on a good man's love…It was not concerned with the more degrading dependence of women on employers who exploited their labor in the interests of large profits."

Protective legislation for women workers was Labour women's third major campaign to solve the woman question in the 1920s. Here they were on safer ground than with either birth control or family allowances. Since it was in no way a threat to trade union authority, Labour men were prepared to endorse protective legislation as a legitimate women's concern and leave it to the women's side of the movement to pursue. Immediately after the war in which women had taken on jobs previously seen as well beyond their capacity, Labour women leaders questioned the need for special legislation to protect women workers. They argued that sex-based regulations limited women's job opportunities while perpetuating low wages and gender-segregation in the workforce. By the late 1920s, they had changed their minds. Working women's pay and conditions had markedly deteriorated. Employers' efforts to boost profits had gone beyond wage reductions to include layoffs, assembly-line speed-up and longer working hours. A favorite device was the two shift system. Women workers had to leave home as early as four in the morning for the first shift. After a few useless spare hours in the middle of the day, they went back for the second shift and often did not get home until ten at night. The 1918 Washington Convention restricted shift work for women but the British government disregarded the international ruling and allowed shift work in "essential trades," a sufficiently loose term to encourage widespread abuse. Working women had little power to resist these pressures. Since 1919, their trade union membership had declined by a third and efforts to raise the numbers failed to stop the slide. Labour women leaders recognized that protective legislation was not the ideal way of solving women's long-term problems in the labor force but they argued that it was a vital first step in improving working conditions that threatened women's health as workers and future mothers.

The Chinese are famous for their proverbs. Although it is true that proverbs and proverbial wisdom play a large part in most illiterate, orally based peasant cultures, the Chinese perhaps more than any other people are world renowned for their proverbs, and proverbs have long played and continue to play an important part in Chinese written culture up to and through the twentieth century. The topic of proverbs and proverbial expressions in Chinese literature must first be related to the basic distinctions made by the Chinese literati between the written style of language, which was considered “elegant” (ya), and the colloquial, spoken language, which was viewed as “vulgar” (su). In literature this contrast ultimately came to be reflected in the modern distinction between works written in “classical-language style” (wen-yen-wen) and those written in colloquial or “unadorned” style. Proverbs are at base an oral form, encapsulating the experiences, observations, and wisdom of ordinary people into short, pithy, colloquial statements and judgments phrased in easily memorized forms. Proverbs employ familiar images and tropes to capture the experience and values shared by successive generations, and are repeatedly quoted and appealed to for persuasion, in argumentation, and as guides for daily living. In the mouths of ordinary peasant farmers, craftspeople, and tradespeople, they are “minitexts” of a commonly shared “oral literature” that possess authority by virtue of their constant repetition and use.
